N.C.A.L.E.E.A., Inc.


PURPOSE


The purpose(s) of the NORTH CAROLINA ASSOCIATION OF LAW ENFORCEMENT EXPLORER[/CADET] ADVISORS, INC. is to provide training and social opportunities to BSA chartered Law Enforcement Explorer Post Advisors, to non-BSA chartered Law Enforcement Agency Cadet Program Advisors and to those young persons interested in a career in the law enforcement profession and to provide fellowship among persons with common interests.


The N.C.A.L.E.E.A. is incorporated in North Carolina as a non-profit organization, has its own taxpayer identification number and is Certified by the National Exploring Office of the Boy Scouts of America, (BSA) as a State Law Enforcement Exploring Association.


The N.C.A.L.E.E.A. has a Board of Directors comprised of present and past Post Advisors from across North Carolina that oversees the operations of the Association. The N.C.A.L.E.E.A. operates under established By-Laws as well as Rules and Regulations, consistent with the Law Enforcement Code of Ethics and the National Law Enforcement Exploring/Learning for Life Office of the BSA.


The N.C.A.L.E.E.A. member Posts are divided into six regions broken down by geographical location: East, West, Central-East, Central-West, Mountain and Coastal. Each region has a representative on Staff to ensure equal representation throughout the State. Regional Advisors are appointed each year for each region. Also Explorer President(s) is/are appointed each year to represent Explorers on the Board of Directors.


WHAT WE DO

 

Preamble:         

We, Law Enforcement Officers and Law Enforcement Agencies from the State of North Carolina, with cooperation of

 the National Law Enforcement Exploring Division - Learning for Life office, do hereby Associate North Carolina Law 

 Enforcement Explorer and Agency Advisors for the following purposes:


Provide training and social opportunities to BSA chartered Law Enforcement Explorer Post Advisors, to non-BSA chartered Agency Cadet Program Advisors from North Carolina and other States and to those young persons interested in a career in the law enforcement profession;


Provide communication between BSA chartered Law Enforcement Explorer Post Advisors and to non-BSA chartered Law Enforcement Agency Cadet Program Advisors from North Carolina and other States and to those young persons interested in a career in the law enforcement profession; 


Provide social activities and fellowship to those with common interests.

The N.C.A.L.E.E.A. is committed to sponsor at least two major events each year. The Association also holds quarterly meetings at various locations throughout the State.

ASSOCIATION SPONSORED EVENTS


N.C. Academy for Law Enforcement Explorers; [NCALEE]


The Academy is held in June each year at the N.C. Justice Academy - Salemburg, NC. The Academy is a disciplined week of police recruit-like training. Applications are sent to member Posts in April.

Law Enforcement Officers from across the state makeup the training staff for the Academy. Literally hundreds of years of police experience from state, county and municipal officers are represented each year. Training topics include: history of law enforcement, constitutional law, elements of search/seizure; etc., also included is hands-on/role playing scenarios in areas such as crisis intervention, felony vehicle stops, mechanics of arrest, etc.  Awards are given to those Explorers demonstrating academic achievement, as well as self- achievement awards voted on by fellow Explorers and Training Staff members. Fee for this event is determined by the membership upon recommendation of the Board of Directors. 


N.C.A.L.E.E.A.  “Survival Week-End”


This event is held in mid to late fall each year. This weekend event consists of competitive events for both Post/Agency teams and individual Explorers. Events such as felony vehicle stops, physical fitness, obstacle course, tug-of-war, are just some of the training/competition areas offered. Awards are presented in each competition. This is a camping weekend. All BSA guidelines are strictly enforced along with the N.C.A.L.E.E.A. Code of Conduct and the Law Enforcement Code of Ethics.



HISTORY/OTHER INFORMATION



The original Association : North Carolina Association for Law Enforcement Explorers, N.C.A.L.E.E. was established in 1978. In 2007 the Association evolved into an ADVISOR'S Association, became Incorporated in NC as a non-profit Association and was renamed: North Carolina Association of Law Enforcement Explorer Advisors, Incorporated, N.C.A.L.E.E.A., Inc.  In 2009 the N.C.A.L.E.E.A., Inc. became recognized and certified as a State Association by the National Exploring/Learning for Life Office of the BSA. Two of the original “founding fathers” are on staff today:

 

Sgt. CH Sluder-NCSHP-retired and MPO/Mounted Officer John Winecoff-Wilmington PD-retired. 


The Association has been involved with literally thousands of young people participating in the Exploring and Cadet program. Many have gone on to pursue careers in the Law Enforcement and/or Criminal Justice Profession.


Annual association dues are $20.00. The dues help to offset administrative costs such as printing costs, mailing costs, Academy fees, etc.

LAW ENFORCEMENT CODE OF ETHICS 

                            

      

As a Law Enforcement Officer, my fundamental duty is to serve mankind; 


To safeguard lives and property; To protect the innocent against deception, the weak against oppression or intimidation, and the peaceful against violence or disorder; and to respect the Constitutional rights of all men to liberty, equality and justice.


I will keep my private life unsullied as an example to all; maintain courageous calm in the face of danger, scorn, or ridicule; develop self-restraint; and be constantly mindful of the welfare of others. Honest in thought and deed in both my personal and official life, I will be exemplary in obeying the laws of the land and the regulations of my department. Whatever I see or hear of a confidential nature or that is confided to me in my official capacity will be kept ever secret unless revelation is necessary in the performance of my duty.


I will never act officiously or permit personal feelings, prejudices, animosities, or friendships to influence my decisions. With no compromise for crime and with relentless prosecution of criminals, I will enforce the law courteously and appropriately without fear or favor, malice or ill will, never employing unnecessary force or violence and never accepting gratuities.


I recognize the badge of my office as a symbol of public faith, and I accept it as a public trust to be held so long as I am true to the ethics of the police service. I will constantly strive to achieve these objectives and ideals, dedicating myself before God to my chosen profession...law enforcement.
